Leo Mugabe a 'stranger to competence'

1. WHILE it is clear that Leo Mugabe has been using, in fact abusing, his chairmanship of the transport and communication committee posing as some kind of guru in the field, his posturing and grandstanding cannot hide the public perception that he is a stranger to competence and probity as underlined by his disastrous reign at Zifa where he killed football. Much of the mess bedeviling Zimbabwean football today is a footnote to his terrible days at Zifa. You don’t have to be a robotic scientist to realize that someone who cannot run football cannot run transport and communication and that is why I have not paid much attention to Leo’s ranting about broadcasting and media issues about which he clearly is clueless until you brought the matter to my attention.

2. Regarding my participation in the committee, it is true that I have not been attending since last October. I had been committed to making my contributions in the national interest but Leo would always be nervous and uncomfortable with my presence and when media people would come before the committee he would want me to recuse myself claiming that I should do so because I was minister of information and my participation has a conflict of interest even though he had been told that his claim was nonsense because a conflict of interest arises where one has a pecuniary interest or a potential for personal gain not simply because one was a minister before.

He failed to understand that when I was a cabinet minister I represented the government and not myself and that now I am a member of the legislature representing Tsholotsho and not representing the executive. Parliamentary officials tried to explain this to him but it seemed to be Greek to Leo and so I decided that there is a lot more serious work to do for our country than entertaining Leo’s follies. That is why I am not participating in that committee chaired by Leo. I am in the process of finding a different committee with mature and serious leadership.

3. One of the reasons I believe explains Leo’s discomfort about my participation in the committee is that he knows only too well that as a former minister of information I am very aware of his personal or business interests in the area. For example, at one time he approached me wanting to me to give him a radio broadcasting license and made a number of representations in that regard whose essence was to sidestep the legal process in order to award him and his consortium a license but I firmly refused because the legal process is clear and in that process the minister is not a licensing authority. He did not take kindly to that. He also wanted me to get his engineering company involved in the management of equipment and studios at ZBH, and was, as I believe he still is, very keen to involve the same company in the implementation of the Iranian studio digitalization and refurbishment program. Again, I did not entertain that not only because I believed ZBH had capable people who could work well with Iranian engineers but also because his approach was absurd. Obviously, Leo was not amused.

4. So you can see, the man has a conflict of interest not just in broadcasting where he wants his engineering company to be involved in the servicing of ZBH studios but also in communications where he has a direct shareholding interest in Telecel. He cannot therefore be an impartial overseer of the communications sector when it comes to the interests of competing companies such as Econet and Netone for example. That is why he is always making public comments that betray a misunderstanding of his legislative role as he often sounds like a member of the executive when he is not. The committee’s role is to oversee and advise; not to direct implementation of policy; telling parastatals that they should implement this or that reform strategy when the parastatals have hired full time executives for that purpose and when those executives report to a government ministry on public policy matters and to Parliament only for purposes of public accountability especially where public funds are used.

5. His chairmanship of the committee therefore raises fundamental ethical questions that will not go away as a result of his posturing and grandstanding.

6. Regarding the transport sector, the public knows about his widely publicized controversial role in the design and construction of the new international terminal at Harare International Airport and that debacle alone is enough to remind anyone that this is not an individual who should make pretences to competence and probity.

7. There is another issue which explains his attitude towards me. During the 2004 Zanu PF primary elections for the 2005 March parliamentary elections, he specifically approached me on numerous occasions, wanting me to get the public media to give him favourable coverage in his campaign against Kindness Paradza and to get the media to tarnish Paradza’s image. When I told him that was outside my authority and responsibility he thought I was just being difficult and again he was not amused.

8. Finally, there are issues you raised regarding Leo’s specific claim that I restructured ZBH without putting a cent and generally questioning the restructuring exercise.

9. Well, in the first place I expect him to know that as a government minister, especially a minister of state in the office of the President and Cabinet, I reported directly to the President of the republic of Zimbabwe for policy directions and approvals. I never took or implemented any policy without clearing it with the President to whom I reported. As such, if Leo has any problem with any policy made or implemented during my tenure he should be man enough to take issue with his uncle, President Robert Mugabe and stop playing silly hide and seek games. Let Leo openly criticize President Mugabe over those restructuring policies then we will take him seriously because in a constitutional democracy, and more so in a dictatorship, the buck stops with the President.

10. Regarding Leo’s claim that I did not put a cent in the restructuring exercise, I must say I find that claim quite astonishing. Did Leo expect me to put my mother’s money in the exercise and if he expected me to do that, then no I did not put any cent because my mother does not have any money for that kind of thing. But if Leo understands that I was performing a public duty as a government minister to the best of my knowledge and ability under very difficult national circumstances, given resource scarcity and competing demands and requirements for food and medicine, then he would have known that I facilitated the investment of considerable public resources to support the restructuring exercise at ZBH without robbing priority areas.

11. The resources I facilitated include (a) acquiring six million Euro from Iran to underwrite the digitalization of studios (Leo should not pretend that he doesn’t know I negotiated and put in place this Iranian facility); (b) I negotiated with Treasury and got agreement and brought a bill to Parliament for Government to take over a cumulative ZBH debt, some of it dating back to 1968, totaling some $30 billion in 2003 and this was then a lot of money in public funds; (c) ZBH was allowed to streamline its listener’s fees and to include car radios as direct source of revenue through special taxation that could easily reach a trillion dollars per year and (d) in 2004 ZBH was included in the RBZ’s local authorities and parastatals rescue plan under which it was allocated over $100 billion to be accessed subject to certain performance conditions. Against this background, it would take an irredeemable lunatic to claim that I did not put a cent to support the restructuring exercise because the truth is that a lot of public funds were expended and a responsible parliamentary committee under a responsible chairman should be reviewing whether these funds have been put to good use. Otherwise claiming that no funds were committed when the opposite is true might suggest an intention to cover up some abuse of public funds which Leo Mugabe might know about.

12. Leo has also claimed that experienced workers were let go at ZBH and Zimpapers. He is right, their experience was no longer relevant and it was time to bring new blood. I approved this exercise that was undertaken professionally and ethically in a humane way at ZBH by Dr Gideon Gono who was then chairman of the ZBH board. I sought and obtained President Mugabe’s approval as my boss and I have no regrets whatsoever about the decisions taken to let go people who were no longer performing their public duty either because they had gotten tired or had risen to levels of their incompetence as often happens in modern organizations.

The people who were brought in were young and well qualified but with little experience for obvious reasons that there was just one broadcaster in Zimbabwe so they could not have gotten experience anywhere else in this country. What was needed and had been planned for and still needs to be done is the on job training and staff development of the new people. Good organizations train their workforce and they send some overseas on attachments and for advanced courses while training some on the job. This was part of the restructuring exercise and if Leo was looking at this issue without prejudice, he would be focusing on the need for staff development and training at ZBH and not talking rubbish about bringing back failed or redundant people for reasons of patronage.

The same is true at Zimpapers, the young people there are very qualified and quite committed. They however need professional development and support. Otherwise, the rest of the problems have to do with the unsettled state of the nation itself as dramatized by deep seated political polarization in our country. Most people working in the public media know only too well that their biggest challenge is the monopolization of state politics by the ruling party and the consequences thereof and that problem starts and ends with Zanu PF. If Leo wants real change, let him address that question and try and change Zanu PF from within for the good of the country. That task is not achievable through silly posturing and grandstanding displayed by Leo.

13. Finally, the fact that Leo does not understand that restructuring exercises take at least between three to five years subject to all obligations being met, especially regarding resources, competent boards and staff, is really not my problem but his and his alone. He still has a lot to learn but may have squandered the time to learn it.

14. I think it is most unfortunate that the transport and communications committee of Parliament is currently chaired by a person like Leo with vested interests in communications and transport and therefore at risk of a conflict of interest. This fact makes it very difficult for committed and capable people to participate in the committee effectively.
